Yes, you can appear for JEE Main and JEE Advanced.
The eligibility criteria for both the examinations is that you should have passed Class 12 or equivalent with Physics and Mathematics as mandatory subjects with one of Chemistry, Biology, Biotechnology, or Technical Vocational Subject. For JEE Advanced, for being eligible to get admission in IITs, candidates belonging to the General and OBC categories should either:

1. In the top 20 percentile of their respective boards, or
2. Have obtained 75% aggregate marks in the Class 12 board examination (65% for SC/ST).

As the calculation of percentage for top 20 percentile is taken care by respective board (that is, ICSE in your case), your eligibility is not just based on overall 75% aggregate in all 5 subjects. If your marks in top 4 subjects yield you 75.5%, and your overall score is within top 20 percentile cutoff, then you're eligible

I would like to tell you that YES, you can take and give NIOS class 12th exam with PCB as the Subject, which will be accepted in the NEET examination, as you will be eligible to give NEET examination. Further, NEET also accepts NIOS class 12th marksheet, so you can also apply this same marksheet in your NEET examination as well.

Yes, You can give NEET exam with the open board marksheet of 12th .

Further, at the time of registration for NEET examination, you can give any of the two marksheets in NEET as both of the two marksheets are valid in NEET examination.

To get obtain the passing certificate visit your school/college and enquire regarding the procedure and the details required to obtain the certificate. The concerned authority in the administration office will assist you in this regard. You may have to provide your details such as your name, father's name, mother's name, date of birth, passing year etc.

You can get admission into engineering colleges through management quota if you have not written or cleared any entrance exam. But management quota is not available for government engineering colleges. Management quota is available for private colleges and private deemed universities. But through management quota the fee will be more than the actual fee of the college. You can get admission in any of the branch you wish through management quota.
