There are 8 union territories in India. A union territory is a type of administrative division in the Republic of India. Unlike the states of India, Union Territories (UTs) are federal territories and are administered by the Union Government of India. They are also known as "centrally administered territories." In the Union Territories, Lieutenant Governors (LGs) are appointed by the President of India. The LGs serve as the UT administrators.The constitutional power to create new states and union territories in India is solely reserved for the Parliament of India.
India currently has eight union territories (UTs) – Delhi, Andaman and Nicobar, Chandigarh, Dadra and Nagar Haveli and Daman and Diu, Jammu and Kashmir, Ladakh, Lakshadweep, and Puducherry.

The Union Territories in India are unique administrative units that differ from states in terms of their relationship with the Union Government and the way they are governed. While states enjoy a federal relationship with the Union Government, with a division of legislative and executive powers, union territories have a more unitary relationship, where all legislative and executive powers reside with the Government of India.
A state has its own elected government with the power to frame laws, while a union territory is ruled by the Union Government, except for Delhi, Jammu and Kashmir, and Puducherry. The Governor is the constitutional head of the state, while the President of India is the executive head of the Union Territory. The Chief Minister, elected by the people, administers the state, while the union territory is administered by an administrator or Lieutenant Governor appointed by the President of India.
The Union Territories were introduced in the States Reorganization Act of 1956, and the concept of the UT was added by the Constitution (Seventh Amendment) Act of 1956. Since then, some union territories, such as Himachal Pradesh, Manipur, Tripura, Sikkim, Goa, Arunachal Pradesh, and Mizoram, have become full states.
The Union Territories have a different culture than their surrounding states, and special provisions may be required to preserve this identity as well as provide effective governance. The Ministry of Home Affairs at the Center is the nodal ministry for all matters related to Union Territories relating to legislation, finance and budget, services, and the appointment of administrators.
