The first stage is the Civil Services Preliminary (CSP) and those who pass move on to the main exam in September. The IAS, IPS, IFS, IRS and other exams are recruited through this process. The following points can clear up any doubts regarding the calculation of the UPSC cutoff.
1. UPSC Prelims Cutoff grades are based on General Studies I only. General Studies II or CSAT Papers do not count toward Merit Ranking and only qualifying letters. The GS II thesis requires candidates to achieve at least 33% in order to be admitted to the major.
2. UPSC final grades reflect the performance of the last candidate selected based on vacancies in a particular category. UPSC releases both prelim and primary cutoff grades only after the final results of that particular year's civil service examination have been removed.
3. UPSC clarified a few things about candidate selection based on cutoffs.

•Case 2- If two candidates are tied on both the required test and her UPSC personality test, the older candidate will be ranked higher.
• Case 3 – Two candidates tie on the required tasks and the UPSC CSE interview. and the same year. Higher ranks are then given to candidates who score more points on only the compulsory assignments.
