Kishore Vaigyanik Protsahan Yojana popularly known as KVPY is an initiative by the Government of India at the national level whose main aim is to attract highly motivated students who are exceptionally good in their academic courses of basic science and research.
The KVPY exam is conducted by the Indian Institute of Science, Bangalore (IISc). The candidates who clear the aptitude round are called for the interview round. Students who qualify KVPY, also known as the KVPY fellows, receive a monthly scholarship up to the pre PhD level. A KVPY fellow receives a monthly stipend up to pre PhD level or for 5 years given that he/she maintains the minimum grade every year.
YES you can apply for the KVPY under SB stream, following is the eligibility criteria for the stream:
Current Academic Status - Candidates who enrolled in 1st year of the UG programme/Bachelor’s course in Basic science are eligible to apply for this course.
Minimum Marks in Class 12th - Students who have passed with at least 60% marks in total
Please note that relaxation in 10% marks will be given to students belonging to the reserved categories.
NO, you can not apply for NTSE After 12th. Following are the eligibility criteria for the specific stages of NTSE-
Stage 1
The NTSE exam requires candidates to be registered with the State/UT exam conducting body. Only Indian nationals are eligible to apply.
The candidates who are in class X can also apply for the test.
The candidates who wish to give NTSE exam in class X must have cleared the class IX examination from a recognized board. The candidate must have completed the class IX examination with a minimum of 60% marks.
The candidates must have obtained a degree recognized by the board.
The students who have completed/appearing for the class 10th examination and are registered under Open Distance Learning (ODL) can appear for the NTSE exam.
Stage 2
Students who have secured 80% marks on the state board are eligible for stage 2 of the NTSE exam.
Every year around 4000 candidates appear for stage 2 of the NTSE exam. The candidates who clear the NTSE stage 2 with the minimum marks defined are eligible for scholarships.

Yes, you can start preparing for NTSE examination. It's my suggestion either to get a good coaching for the same else if you want to do it yourself by self preparation then keep in mind to practice well. You can get many videos on YouTube for reference.

It is expected that NTSE exam forms applications will be released in the 4th week of month of November. The NTSE application forms will be released in online mode on the official website of NTSE. Besides this they have to submit documents as well. The NTSE exam dates will be in the month of January 2022.

Exam Regulatory Authority, Uttar Pradesh will release the NTSE application form online in November 2021. NTSE UP application form 2021-22 will be made available online on examregulatoryauthorityup.in. Class 10 students studying in UP are eligible for NTSE Uttar Pradesh 2021-22 exam through respective schools. You can apply online or through school. NTSE UP stage 1 exam will be conducted in January 2022. The officials have not yet released the application forms yet. Keep an eye on the official website for the latest information.

Therefore being in class 9th you will not be able to register that therefore, cannot give the NTSE Exam this year.

With reference to your query, I would glad inform you that you dont need to worry in your case to be eligible for ntse candidate must complete his 9th with minimum of 60 percent , and it is quite obvious if someone is class 10th then he is currently persuing so doesnt have marks of 10th , so they only ask 9th class marks. Be calm and prepare well
