Yes, you can take admission in 12th in another state, but it depends on the school and board rules. Some schools may allow it if you have passed 11th, while others may ask you to repeat 11th. You can also join NIOS, where you can give 12th directly. Talk to schools in the new state, and they will guide you. It’s possible, but rules can change from school to school.

Yes you can use gel pen gseb HSC exam but I recommend you not to use because gel pens inks spread and the page quality of board papers are not good. If you use gel pens then the ink will spread on other side of the page and the answers on the other side of the page will not be visible and then you will get low marks.
