No, you cannot apply for IISC bangalore as a PCB Subject. IISC requires Math as a subject in intermediate curriculum so if u are a PCMB student then you can apply but not only with PCB .

As as you are dropper, you are not enrolled in 1st year of Basic sciences and thus not eligible .

No. JEE can open doors for admission into IITs, NITs, IIITs and other centrally funded institutes . KVPY is a gateway for admission into top research institutes. Aspirants who wish to pursue pure sciences can get into prestigious research colleges like IISc and IISER.
You need to realise that you are getting a brilliant opportunity to contribute towards general science in our country. If you are serious about IIT then no problem prepare for JEE Mains and Advanced. But if you are not interested in general science then you should not have appeared for KVPY in the first place. It is because of such kind of people (not necessarily you) that general science enthusiasts don't get a chance to contribute towards the country.

KVPY Eligibility includes age criteria, citizenship, and academic criteria for each stream. The minimum age required to apply for the SA stream is 16 years. The lower age limit for the SX stream is 17 years. The candidates who apply for the SB stream must be 18 years old.
- SA: Students enrolled in 11th standard will undergo this stream.
- SX: Students enrolled in 12th standard will have to apply under SX stream.
- SB: Students enrolled in 1st year in basic science will go under this stream.
There are 3 streams under which fellowships are granted. The details of these streams are mentioned below :-
SA-
This stream is for students enrolled in 11th Standard (Science Subjects) in the current year. They must have a minimum of 80% (70% for SC/ST/PWD) marks in aggregate in Mathematics and Science Subjects in 10th Standard Board Examination. The fellowship of the students selected under this stream gets activated only when they join an undergraduate course in Basic Sciences (B.Sc./B.S./B.Stat./B.Math./Int. M.Sc./M.S.) after passing 12th (within 2 years of passing 10th). Also they should secure a minimum of 60% (50% for SC/ST/PWD) marks in aggregate in Science subjects in the 12th Board Examination. During the interim period of one year, selected students are invited for Regional/National (Vijyoshi) Science Camp and their travel and other related expenses are met by KVPY.
Stream SX:
This stream is for Students enrolled in 12th Standard (Science subjects) during the current year and aspiring to join an Undergraduate program in Basic Sciences (B.Sc./B.S./B.Stat./B.Math./Int. M.Sc./M.S.) in the next year. They should secure a minimum of 80% (70% for SC/ST/PWD) marks in aggregate in MATHEMATICS and SCIENCE subjects (Physics/Chemistry/Biology) in the 10th Standard Board Examination and a minimum of 60% (50% for SC/ST/PWD) marks in aggregate in SCIENCE subjects (Physics/Chemistry/Biology) in the 12th standard Board Examination.
Stream SB:
This stream is for students enrolled in the 1st year of an Undergraduate program (B.Sc./B.S./B.Stat./B.Math./Int. M.Sc./M.S.) in the current academic year. They should have secured a minimum of 60% (50% for SC/ST/PWD) marks in aggregate in SCIENCE subjects (Physics/Chemistry/Biology/Mathematics) in the 12th Standard Board Examination. They must secure 60% (50% for SC/ST/PWD) marks in the 1st year final examination of B.Sc./B.S./B.Math./B.Stat./Int. M.Sc./M.S before taking up the fellowship, if awarded.
