States Offer Free JEE, NEET, CLAT, IBPS Coaching; Here’s How To Join

Over the past few years, several states have launched programmes to support coaching of students from marginalised backgrounds.

The coaching classes cover preparation for a wide variety of admission entrance and recruitment exams including ones for Engineering (JEE Main, JEE Advanced); Medicine (NEET); Law (CLAT); Management (CAT); backing jobs (IBPS and similar); the civil services exams conducted by the Union Public Service Commission (UPSC) and many more.

A standard coaching programme can cost over Rs 1 lakh and is usually prohibitively expensive for the poor. State support for coaching is intended to level the playing field for them.

Detailed below are the coaching programmes of three states and union territories – Telangana, Delhi and Uttar Pradesh.

Telangana: JEE, NEET, Civil Services, IBPS

The Telangana Government’s minority welfare and backward class (BC) welfare departments fund coaching for students from these communities and other weaker sections. In addition, the Telangana Social Welfare Residentials Institutional Society (TSWREIS) provides free long-term JEE and NEET coaching for a large number of students. Some of the programmes are listed below.

TS ST Study Circle

The Telangana Tribal Welfare Department established the TS ST Study Circles to provide free coaching for the foundation courses of banking, RRB, SSC and several other competitive exams. A screening test is conducted to select the candidates for coaching and women and physically-challenged candidates are preferred.

The following examinations are covered:

  • IAS -Civils Integrated Coaching
  • Sub-Inspector of Police Coaching (Mains)
  • Staff Selection Commission SSC Exams Coaching
  • Constable Coaching (Mains)
  • Job linked IT Training
  • Graduate Special Coaching for STs
  • DSC Coaching
  • Free coaching for other recruitment exams
  • IBPS Coaching

Eligibility criteria:

  • Be domiciled in Telangana
  • Should belong to ST community
  • Family income below Rs 2 lakh per annum
  • Candidates need to possess required eligibility criteria prescribed by the recruiting agencies
  • Candidates already availing coaching services from any part of the country or state are not eligible
  • Employed candidates are not eligible

Telangana State Minority Study Circle (TSMSC)

A similar programme called Minority Study Circle and Centre for Educational Development of Minorities runs parallely. Along with the free coaching services, they also offer free study material and information regarding employment opportunities.

This programme covers 33 districts of Telangana. From each district, about 100 candidates are selected by the welfare department. The duration of the coaching can last from 3 months to 6 months, depending on the syllabus.

Free coaching is given for the following exams:

  • Civil Services Examination – UPSC Prelims and UPSC Mains
  • Telangana State Public Service Commission (TSPSC) - Groups I, II, III, IV examinations
  • Staff Selection Commission (SSC), insurance companies, bank recruitment
  • Administration of Justice for Law Students

Eligibility criteria:

  • Must be a Christian
  • Should provide income and community certificates issued by the Tahsildar
  • Annual income of the family should be below Rs 1.5 lakh in rural areas and Rs 2 lakh in urban areas
  • Provide Aadhar card number and mandatory education certificates

TTWREIS, TSWREIS Long-Term IIT Free Coaching

Telangana Tribal Welfare Residential Educational Institutions Society (TTWREIS), in collaboration with Telangana Social Welfare Residential Educational Institutions Society (TSWREIS), offers free long-term IIT coaching exclusively to students belonging to SC and ST communities at Hyderabad. The total intake for JEE Advanced coaching is 80 with equal numbers of boys and girls; the same number are admitted for the Common Law Aptitude Test (CLAT). IIT coaching is at Gowlidoddi and CLAT at Ibrahimpatnam and Medchal.

Eligibility criteria:

  • Should belong to SC or ST community
  • Students should have secured 90% or above in TS EAMCET – the Telangana entrance test for engineering – or qualified the JEE Main
  • SC students should have scored in the 60th percentile and ST students in the 50th percentile in JEE Main
  • Admission to CLAT coaching is on the basis of an aptitude test conducted by the institution
  • For CLAT, candidates should have a minimum of 70 percent marks in Class 12 in Arts or Science stream
  • Annual family income below Rs 2 lakh for urban and Rs 1.5 lakh for rural students
  • Candidates need to submit the latest caste certificate

How to apply: Eligible candidates can apply online at the official website. The application fee is Rs 100 which can be paid through a demand draft. Offline application forms can be filled and submitted to the principal of IIT, Social Welfare Gurkul. Selected students will be informed through SMS.

TSWREIS Long-Term NEET UG Free Coaching

The TSWREIS offers free coaching for NEET UG, the single medical entrance test for admission to medical colleges, but for those who wrote and didn’t qualify the last one. It covers 200 students belonging to the Scheduled Castes at a time with the aim to improve their representation in Telangana’s medical colleges and medicine in general.

Eligibility criteria:

  • Candidates should have attempted the recent IPE (Intermediate Public Examination)
  • Selection is based on marks obtained in the most recently-conducted NEET exam which should also have been their first attempt
  • 70% intake is based on marks obtained in NEET and 30% based on TS EAMCET marks.
  • Annual income should be below Rs 1.5 lakh for rural and Rs 2 lakh for urban students
  • Candidates need to submit the latest caste certificate

Delhi: NEET, JEE Main, JEE Advanced

Delhi Government offers its programme by teaming up with coaching institutions in the Capital.

JEE, NEET Coaching

Delhi Government has a programme specifically targeting NEET and JEE entrance exams which is open to students of Delhi Government schools

From this year, the Delhi Government will provide free coaching classes to the students belonging to the economically weaker sections (EWS) who are studying in government schools and want to pursue careers in the field of medical science, engineering and other technical fields. A total of 6,000 children of Classes 11 and 12 will be selected. This programme will include coaching, test series and distribution of necessary study materials.

Eligibility criteria:

  • Should belong to EWS category
  • Should be studying in Class 11 or Class 12.

Jai Bhim Mukhyamantri Pratibha Vikas Yojana

This scheme is meant to coach meritorious students belonging to SC, ST, OBC and General (EWS) category for civil services, CAT, Law, Engineering, CDS, Banking and other competitive entrance examinations. A total of 15,000 students will be selected – 75 percent from government schools, the rest from private. For providing coaching classes for these exams, the Delhi Government has empanelled 46 private coaching institutes.

Under this scheme, Delhi Government will provide Rs 1 lakh for 12 months of coaching to students preparing for civil services exams and Rs 50,000 for those preparing for IBPS, CAT, MAT, CLAT and others. The students will also be provided a travel allowance of Rs 2,500.

Eligibility criteria:

  • Should belong to SC, ST, OBC or General (EWS) category
  • Must be a permanent resident of Delhi
  • Should have passed Class 10 and Class 12 from Delhi
  • Annual family income below Rs 8 lakh
  • Candidates must have caste certificates

How to apply: Interested and eligible students can fill the registration form and submit it to the empanelled coaching institutes, names of which are available on the website. Students can also apply through the website.

Uttar Pradesh: JEE, NEET, NTA, SSC

Uttar Pradesh’s coaching scheme was launched in 2021 and covers a large number of students.

Mukhyamantri Abhyudaya Yojana

The Uttar Pradesh government provides free coaching and stipends to poor but meritorious students unable to move to big cities to attend coaching for various government exams. The exams covered include the UPSC civil services, Uttar Pradesh State Public Service Commission (UPPSC), Banking, SSC, NDA, CDS, JEE and NEET.

From every division of Uttar Pradesh, 500 students are selected bringing the total to around 8,000 for every batch. The students are also mentored by IAS, IFS, IPS and PCS-cadre officers.

Students taking online training are also given free tablets. To get it, the student should register in the Mukhyamantri Abhyudaya Yojana and should be training in the Divisional Training Centre. Preference will be given to students belonging to families living Below Poverty Line (BPL).

Eligibility criteria:

  • Student should be a permanent resident Uttar Pradesh
  • Student should belong to BPL family

Documents required:

  • Class 10, 12 or graduation certificate
  • Birth certificate or age proof
  • Domicile certificate
  • Family income certificate
  • Aadhar card of the student
  • Resident certificate

How to apply: Application is online on the website of Mukhyamantri Abhyudaya Yojana. The candidate must select the exam they wish to prepare for and click on the ‘Register Now’ button and fill the form.
