Students who are currently enrolled in Kendriya Vidyalayas and Jawahar Navodaya Vidyalayas are not eligible for scholarships under this program. Also, students attending residential schools operated by state government institutions that provide boarding, lodging, and educational services, as well as those studying in private schools, will also not meet the criteria for receiving a scholarship through this scheme. Furthermore, students who have obtained marks below the minimum requirement stated in the table for their respective classes will also not be considered eligible for the scholarship.

The state-level examination test consists of two exams: a mental ability test and a scholastic aptitude test, both of which adhere to the guidelines set by the National Council of Educational Research and Training (NCERT). Each test must be completed within a maximum time limit of 90 minutes. However, in consideration of students with special abilities, additional time is allotted for their completion. Under this scheme, the department awards 1 lakh scholarships every year at Class 9 level, which can be continued up to Class 12.
