In Tamilnadu, there are 21 corporations. India is a country which follows a Parliamentary constitution and is administered by both Centre and State. States have different bodies to administrate, like local self-government. It consists of the village panchayat, town panchayat, district panchayat, municipality and corporation. Let’s see detail about the corporations of Tamilnadu in this article.
In India, Corporation was introduced by the British. In 1688, the Chennai corporation was formed, the oldest local body in India. Corporations are established to administrate and maintain big cities, which are highly populated with lakhs and lakhs of people. This is called self-government, by which they could satisfy their needs without expecting the Head of the Government for everything. But it functions under the surveillance of the State government.
In Tamil Nadu, there are 21 municipal corporations till now. They are
1. Chennai 2. Madurai 3. Coimbatore
4. Tiruchirapalli 5. Salem 6. Tirunelveli
7. Tiruppur 8. Erode 9. Vellore
10. Thoothukudi 11. Thanjavur 12. Dindigul
13. Hosur 14. Nagercoil 15. Avadi
16. Kanchipuram 17. Karur 18. Cuddalore
19. Sivakasi 20. Tambaram 21. Kumbakonam
The corporation was collectively administered by officers and elected members. They are the Mayor, Deputy Mayor, Municipal Commissioner and other officers.
The Head of the Municipal Corporation is The Mayor. A Mayor will be elected through an indirect election. As per Municipal Law, the Mayor shall be elected by the elected Councillors from among themselves. Mostly the political party which won the majority place in the local body grabs the seat. The term of an officer of a Mayor is 5 years.
He receives dignitaries from foreign countries.
The administrative Head of the Corporation is Municipal Commissioner, appointed by the State Government. He might be selected from the IAS cadre and State Civil service.
He is responsible for the corporation's decisions and for preparing its annual budget.
Other officers, like Joint Municipal Commissioner, Deputy Municipal Commissioner, and Assistant Municipal Commissioner, assist him.
The City Municipal Corporation is responsible for the development of the city. The maintenance of Government properties and improving the city's infrastructure are the Municipal Corporation's major functions.
The Municipality provides water facilities for the city. It maintains the pipelines and provides new connections in needed areas and houses.
Like the highways are maintained by State, and Corporations preserve central Governments, the roads in cities. Modern cities are highly populated with flyovers to rectify traffic. So that also comes under the maintenance of the Corporation.
To ensure a good administration, the wellness of people is important. That cleanliness plays a major role, as a contaminated environment will not be a safer place to live.
Even if a clean and neat environment is achieved, diseases are unpredictable. So, highly populated areas like cities should be available with numerous health care centres and Central Hospitals to provide the people with proper health assistance.
Next to health, education is the most important need to develop. Even though Educational Department starts the Government schools, the maintenance is vested towards Municipality. It should ensure that the school buildings are safe with basic needs and should be inspected periodically by the officials for the appropriate report.
This is a basic system to regulate a peaceful life in a city. It should be built across all the streets to properly drain the drainage water and rainwater into the outlet of the city. It should be maintained perfectly to avoid floods and waterborne diseases.
The Corporation has a big responsibility in this, as it has to collect the garbage from the houses and other sources like from market, companies, hotels etc. It should be processed well to get recycled products and natural fertilisers.
It is necessary to allow a required amount of land to build community parks and playgrounds to promote the natural and social health of the society.
Thus, a Corporation plays a major role in managing cities in the local body Government.
State Government allocates some powers to Local bodies. It works very closely to people, so it helps them to find and rectify their needs easily.
There are 21 Municipal corporations in TamilNadu
The Mayor is the Head of the corporation, and its administrative Head is Municipal Commissioner.
Municipalities collect land and water tax from the residents and rent for Government leased buildings. It uses the revenue for the maintenance of the city.
The Mayor will secure his seat for 5 years.
Chennai is the first Municipal Corporation in India and Tamil Nadu. It was formed in 1688 during British rule.
