Yes that possible. You can go for psychology honour without leaving science in your class 11th.
There are colleges or universities like Banaras Hindu University, Annamalai University andtand many more that offers BSC in Psychology courses to students and hence that makes their science in class 11th justified.
One main condition is that you need to have biology in combination with your maths subject in your class 11th in some places.

No as of now there is no news regarding the cancellation of ISC exam. Only CBSE exam for 10th are cancelled. The Council for Indian School Certificate Examinations (CISCE) conducts ISC 12th exams. The application process for ISC 12th exams 2021 is held through respective schools. The ISC class 12th board exams 2021 will be conducted from April 8 to June 18, 2021. The supplementary exams of ISC 12th exams 2021 will be held in August 2021. ISC Board has also reduced the syllabus by 30 per cent for this session. Students are advised to go through the revised syllabus and prepare for the exams accordingly.

Please do not worry too much on this matter. Pupil's are not failed in practical exams mostly as externals in general go easy on students. Marks awarded may be less but you wont fail. In case if you did fail then you have to write the supplementary in order to pass.

You haven't mentioned the name of your college in which you are studying B.Sc. So, i won't be able to confirm whether it's real college or not but if your college is recognised by UGC then your college is real and you will get a real degree and after graduating you can appear in any government exam and there is nothing to do with your 12th marks. But try to get 55% marks at least in graduation.

How to prepare for isc 12th pcm boards starting from 15th August, having not studied anything, and score above 90%?

As you are the student of class 12th board isc then you are totally familiar with the all syllabus of class 12th in previous class because the isc board syllabus are bit good they taught in earlier classes. And this the plus point for you.
If you start from 15th August then the examination of isc board may next year in month march then you have correctly six month for study and this enough time to break any record of percentage and you asked about above 90% . I can clearly say that if word hard and complete focus on your goal then you will be do so.
